Establishes a regulatory framework for 'large loads' (peak demand of 75 MW or more at a single site) in ERCOT. Requires curtailment protocols for new large-load interconnections established after December 31, 2025 (allowing curtailment during firm load shed, with exclusions for critical industrial and natural gas facilities). New PURA 39.169 requires ERCOT and PUCT approval for behind-the-meter / private-use-network arrangements between existing grid-facing generators (as of Sept 1, 2025) and new large loads, with limited exemptions including majority common ownership as of Jan 1, 2025. Signed June 20, 2025; effective immediately.
